SPCC Screening Calculator for Dealerships

Determine whether your dealership requires a Spill Prevention, Control, and Countermeasure (SPCC) plan based on oil storage capacity and discharge pathways. This screening tool helps you understand federal SPCC requirements and state-specific reporting obligations.

State-specific requirements and reporting contacts (SPCC thresholds are federal).
If uncertain, the tool assumes "Yes" for conservative compliance screening.

1) Add tanks / containers

Enter capacity directly (gallons) or provide dimensions. This is a screening tool and should be verified against nameplates/spec sheets for final SPCC documentation.

NameFluid TypeLocationInput ModeCapacity DetailsComputed
gal
275 gal
Counts toward 1,320

💡 Tip: The screening threshold counts only containers ≥ 55 gallons (aboveground oil). You can still store smaller containers; they just don't count toward 1,320.

2) Totals

Counted oil (≥55 gal)
275 gal
Used for the 1,320 threshold screening
All aboveground oil
275 gal
Used for ≤10,000 qualified facility check
Largest oil container
275 gal
≤5,000 for Tier I
Non-oil total
0 gal
Excluded from SPCC oil threshold
Counted containers (≥55): 1

3) Screening Results

SPCC Applies: No
Next Step: UNKNOWN

Qualified Facility Self-Certification Eligibility

If SPCC regulations apply, your facility may qualify for self-certification as a "Qualified Facility" when aboveground oil storage capacity is ≤10,000 gallons and no disqualifying spill history exists. Check the boxes below if either condition applies to your facility:

Why this matters (for the paid module)

If SPCC applies, Flex2's paid module would guide:
  • Site-specific inventory + tank library matching
  • Secondary containment calculations (incl. precipitation)
  • Integrity testing determinations + deadline tracking (STI SP-001 / API 653 logic)
  • Labels + QR (state wording + Brady print/purchase)
  • Push-button SPCC plan generation + audit-ready reporting

Developer note

This MVP uses the same state overlay schema as the production seed dataset. The screening logic is also exposed as a server route:
